EEA and Norway Grants - General information


Norwegian Financial Mechanism and the European Economic Area Financial Mechanism, further referred to as EEA and Norway Grants, are a form of foreign aid granted by Norway, Iceland and Liechtenstein to Poland and other 14 Member States of the European Union.


The main objectives of the EEA and Norway Grants are: to contribute to the reduction of economic and social disparities in the European Economic Area and strengthening the bilateral relations between the donor and the beneficiary states.

 

Allocation for Poland amounts to EUR 578.1 million, including management costs incurred by the Donors and the Polish side.

 

 

Public Health Initiatives

 

Priority sector: Human and Social Development

 

 

Public health initiatives in Poland received EUR 76 million to be spent on two programmes aimed at improving access to and quality of health services and reducing social inequalities in health:

 

  • Programme PL07 - Development and better adaptation of health care to demographic and epidemiological trends
  • Programme PL13 - Reducing social inequalities in health.

 

 

Programme PL07 Development and better adaptation of health care to demographic and epidemiological trends

 

 

Programme Operator: Minister of Health

 

 

The programme on development and better adaptation of health care to demographic and epidemiological trends is composed of three intervention categories under which projects will be implemented, namely:

  • Amelioration of perinatal care - preventive services, diagnostics and treatment with a view to increase the number of live births
  • Better adaptation of health care in order to meet needs of the fast-growing population of chronically-ill and dependant as well as elderly persons
  • Cancer prevention aimed at reducing cancer morbidity and mortality indicator in Poland.

The objective of the programme will be achieved by the implementation of the following outcomes:

  • Improved access to and quality of health services including reproductive and preventive child health care as well as health care related to ageing society
  • Life-style related diseases prevented or reduced.

 

Budget

 

The amount of financial means for the co-financing of the projects

 

The total allocation available within the EEA FM and NFM 2009-2014 grants is 217 600 286  PLN i.e. EUR 52 545 225.

 

National contribution is financed by the Project Promoters that are awarded with grants and constitutes at least 20% of the total project eligible costs.  

 

Grant rate (amount of co-financing)

  • Grant rate (co-financing level) for all Project Promoters - up to 80% of the total project eligible costs,
  • Required Project Promoter's contribution - at least 20% of the total project eligible costs.

The minimum project value (total project eligible costs) is 1 552 950 PLN i.e. EUR 375 000 - EEA FM/NFM minimum grant is 1 242 360 PLN i.e. EUR 300 000.

The maximum project value (total project eligible costs) is 31 059 000 PLN i.e. EUR 7 500 000 - EEA FM/NFM maximum grant is 24 847 200 PLN i.e. EUR 6 000 000.

The assistance will be granted in PLN.

Deadline for applications: 28 th June 2013 till 16.15

 

Eligible beneficiaries
Applications can be submitted by all Polish public and private bodies as well as non -governmental organisations constituted as legal entities and operating in the public interest, including:

 

  • Public and non-public health care institutions providing health services financed from public funds and their founding institutions, including:
  • ¾ Public health care institutions transformed into capital companies providing health services financed from public funds
  • Research  institutions functioning in the health care system
  • Medical universities or public universities conducting didactic and research activity in the medical science
  • Long term care centers financed from public funds and their founding institutions
  • Non-governmental organisations operating in the health care field.

Programme PL13 Reducing social inequalities in health

 

Programme Operator: Minister of Health

Programme Partner: Norwegian Directorate of Health

 

The proposed programme on reducing social inequalities in health is a donor partnership programme to be implemented in cooperation with the Norwegian Directorate of Health.

 

The programme is composed of:

  • a pre-defined project contributing to the elaboration of a cross-sectoral strategy and instruments towards reducing health inequalities
  • pilot projects of community-based comprehensive public health interventions in selected districts. The pilot projects will be chosen in an open call for proposals.

 

The aim of the programme PL13 is to identify determinants of social inequalities in health in Poland, as well as subsequent development of a cross-sectoral strategy for reducing health inequalities, and development of health promotion / disease prevention models aimed at reducing these inequalities.
The Programme is to improve public health and reduce social inequalities in health by:

  • improving governance in health care;
  • preventing or reducing life-style related diseases.

Pre-defined project

The Decision on the financing of the Predefined Project ,,Reducing social inequalities in Health" within the Norwegian Financial Mechnism 2009-2014 was signed by the Minister of Health on the 29th of January 2014.

 

The Predefined Project is an element of the Programme PL13 ,,Reducing social inequalities in Health". It is based on the PL13 Norwegian FM Programme Agreement between the Norwegian Ministry of Foreign Affairs and the Ministry of Regional Development, signed on the 20th of December 2012, and the Programme Implementation Agreement signed on the 29th of January 2013 between the Minister of Regional Development and the Minister of Health.

 

The Department of Health Insurance within the Ministry of Health is the Project Promoter of the Predefined Project responsible for the implementation of the project.

 

The Predefined Project is implemented within the partnership with the Norwegian Directorate of Health and in cooperation with: the Department of Public Health within the Ministry of Health, the National Health Fund and the consortium of the National Institute of Public Health - National Institute of Hygiene, the Centre of Postgraduate Medical Education and the Faculty of Health Science of Jagiellonian University Medical College.

 

Total estimated project costs of the Predefined Project amount to 3 434 000 EUR (i.e. equal value of 14 176 239 PLN). The final date of the eligibility is the 30th of April 2016.

 

The purpose of the Predefined Project is an improvement of public health governance by developing the instruments such as models, reports and a cross-sectoral strategy aimed at reducing social inequalities in health.

The following outputs will be delivered by the Predefined Project:

 

  1. The following models and reports:
    • The Report ,,Diagnosis of health inequalities and their determinants",
    • Model of impact assessment (regulatory, social and economic activities) on health
    • Model of community based, health promotion /disease prevention programmes
    • Model of community based health needs assessment,
    • Model of population health management and functioning of public health system in Poland,
    • The Report ,,Assessment of the pilot program of health promotion and disease prevention for local communities";
  2. The document ,,Cross-sectoral strategy of reducing social inequalities in health",
  3. Implementation of a public health training (3 000 participants).

 

According to the Programme PL13 the Model of community based, health promotion /disease prevention programmes and the Model of community based health needs assessment will be the basis of working out the pilot projects. The call for proposals shall be commenced at the end of the first quarter of 2014 and eligible applicants will be local government units (poviats).

 

 

PL13 Calls for proposals

 

Models of health needs assessment together with health promotion and health prevention programmes for local communities developed under a pre-defined project will form the basis for an open call for proposals for comprehensive programmes at the poviat (county) level.

 

There was one restricted call for applications for the pilot projects, which lasted from the 31st of March 2014 till the 2nd June 2014.  

 

 

 

Budget

Total amount available for pilot projects: EUR 15 423 206

Projects will be funded at the level of 100% of eligible costs (NMF 2009-2014 grants and budget of the Polish Ministry of Health).

The value of the grant will amount from EUR 300 000 to EUR 1 000 000.

 

Eligible beneficiaries
Local authorities at poviat level (poviats).

 

Fund for bilateral relation (Programme level).

The aim of the Fund

The Fund is to stimulate partnerships at the project level between the Polish entities and the entities from the donor states (Norway, Iceland and Lichtenstein).

 

The following actions are planned:

1. Website to provide assistance for partner search and partnership developments, commissioned by the Programme Operator. Its aim is to support Project Promoters in finding partners through open competitive process.

2. Seminar organized by the Programme Operator for potential and actual Project Promoters and partners from the Donor States to search for project partners, develop partnerships and exchange experiences.

3. An international thematic conference, which will be held in 2014 in cooperation between the health authorities in Poland and Norway and the World Health Organization.

4. The remaining part of the Fund will be made available through open calls for potential and actual Project Promoters to facilitate the development of partnerships, as well as networking, exchange, sharing and transfer of knowledge, technology, experience and best practices between project promoters and entities in donor states.

 

The calls will be announced each year as an open call for proposals for a dedicated amount.

Grants from the fund for bilateral relations will be up to  90% (NGOs) and 85%  (other Project Promoters).

The total eligible costs of these actions will not exceed EUR 46 500.
