Under Priority XII IEOP projects are selected under call for proposals or implemented under individual procedure.

 

Funds from Measure 12.1 are used for co-funding the following projects (a call for proposals procedure):

  • the purchase of specialised medical means of transport (ambulances) with equipment for specialised and basic medical emergency teams,
  • the reconstruction, expansion and renovation of facilities related to healthcare infrastructure in the field of medical emergencies (existing hospital rescue wards included in the voivodeship action plan of the system) to adapt them to the requirements set out in the applicable law,
  • the purchase of medical devices used for diagnosis and therapy, excluding disposable products, including the adjustment of the technical condition of the existing infrastructure to the use of the purchased products,
  • the building and modernization of landing grounds for helicopters for access to emergency wards.

 

Financial support under Measure 12.1 is intended for public healthcare institutions, providing healthcare services in the field of medical rescue, that have contracts on the provision of such services with a voivodeship branch of the National Health Fund or the provision of medical services financed from public funds on other grounds.

 

 

Funds from Measure 12.2 are intended to co-fund the following projects (a call for proposals procedure):

  • the reconstruction, expansion and modernization of facilities associated with supra-regional healthcare infrastructure to adapt them to the requirements set out in the applicable law,
  • the purchase of medical imaging equipment,
  • the purchase of medical devices used for diagnosis or therapy, excluding disposable products, including the adjustment of the technical condition of the existing infrastructure to the use of the purchased products.

 

Financial support under Measure 12.2 is intended for supra-regional public healthcare institutions, established by the Minister or a central Government administration authority, a public medical university or other public institutions of higher education conducting educational and research activities in the field of medical science.

 

 

Individual projects

Under the entire Priority XII of the IEOP, 24 projects totalling more than PLN 600 million from the ERDF have been so far included in the List of individual projects, inter alia:

 

1. The project entitled "The expansion, modernization and equipment of trauma centres" under which a network of specialised units performing the function of trauma centres with landing grounds for helicopters will be created. The project provides for the establishment of 13 trauma centres (Lublin, Łódź, Bydgoszcz, Białystok, Gdańsk, Wrocław, Warsaw, Kraków, Poznań, Sosnowiec, Olsztyn, Zielona Góra and Rzeszów). The total value of the above investment is about PLN 147 million, of which PLN 125 million is covered by EU funds. The implementation of these projects will contribute to the faster diagnosis and treatment of patients with multi-organ injuries.

 

2. The project entitled "The construction, modernization and equipment of bases of Medical Air Rescue".under whcih 11 bases of MAR will be constructed/renovated, while only 5 bases of MAR will be additionally equipped. The value of the project is over PLN 69 million, of which PLN 58 million is covered by the European Regional Development Fund (ERDF), while the remaining amount by the State budget. The modern infrastructure of the bases, including the appropriate equipment, will increase the effectiveness of the Medical Air Rescue, which will shorten the time of arrival and increase the coverage, thereby helping to reduce the number of fatalities.

 

3. The project entitled "The construction and equipment of voivodeship emergency call centres". The project implementation will improve the functioning of public institutions regarding the protection of life and health of citizens, ensure efficient transfer of data between emergency teams and public order services (receiving calls from the 112 emergency number and directing them to the appropriate unit of the Police, the State Fire Service and the Ambulance Service) and will also contribute to the development of the integrated system of medical rescue. In addition, the project's implementation will facilitate emergency operations and affect the quality of medical services provided and thus a faster return of the injured to work. The total value of the project is PLN 72,6 million, of which PLN 52,0 million will be covered by ERDF funds.

 

4. The project entitled "The expansion and reconstruction of the Department of Anaesthesiology and Intensive Care at the Children's Memorial Health Institute (Operating Theatre, ICU I, ICU II and ICU III) and the construction of a landing ground for helicopters", implemented by the Children's Memorial Health Institute in Warsaw, with a value of PLN 25.50 million from the ERDF.

 

5. The project entitled "The creation of the Department of Infectious Diseases and the adaptation of the diagnostic and treatment facilities of the Autonomous Public Clinical Hospital No. 1 of the Medical University of Lublin" with a value of PLN 31.44 million from the ERDF. The beneficiary is the Autonomous Public Clinical Hospital No. 1 in Lublin.

 

6. The project entitled "The expansion of the Clinical Hospital No. 1 - the Centre for Diagnostics and Treatment of Hereditary Cancers of the PMU" with a value of PLN 43.6 million from the ERDF. The beneficiary is the Pomeranian Medical University in Szczecin.

 

7. The project entitled "Improving the effectiveness of the lung diseases treatment in the Institute of Tuberculosis and Lung Diseases in Warsaw" with a value of PLN 58.65 million from the ERDF. The beneficiary is the Institute of Tuberculosis and Lung Diseases in Warsaw.

 

8. The project entitled "The expansion of the Institute of Cardiology by the new Cardiac Intensive Care Unit with the reconstruction of the Clinics and providing additional equipment for the Institute, namely a highly - specialised haemodynamic device designed to work in hybrid mode" with a value of PLN 33.13 million from the ERDF. The beneficiary is the Institute of Cardiology in Warsaw.

 

9.        The project entitled "The reconstruction and expansion, along with equipping, of the Pneumonology and Cystic Fibrosis Clinic in the Institute of Tuberculosis and Lung Diseases, Regional Branch in Rabka - Zdrój" with a value of PLN 48.19 million from the ERDF. The beneficiary is the Institute of Tuberculosis and Lung Diseases, Regional Branch in Rabka Zdrój.

 

10. The project entitled "The reconstruction and modernisation of the specialist orthopaedic out-patient clinic in the Prof. Adam Gruca Autonomous Public Clinical Hospital to improve the quality of medical services provided and access to specialist orthopaedic advice for children and adults from across Poland" with a value of PLN 4.07 million from the ERDF. The beneficiary is the Prof. Adam Gruca Autonomous Public Clinical Hospital, Postgraduate Medical Centre in Otwock.

 

11. The project entitled "The expansion of the Silesian Centre for Heart Diseases in Zabrze (module C) - the creation of the nationwide clinical and scientific centre for lung and heart transplantation and cystic fibrosis treatment for adults and children" with a value of PLN 88.61 million from the ERDF. The beneficiary is the Silesian Centre for Heart Diseases in Zabrze - project included in the reserve list.
