The result of the intervention of Priority XII of the IEOP is primarily the preservation of the "golden hour" rule, i.e. commencement of specialised hospital treatment in less than 60 minutes since the notification of a medical event. This is facilitated not only through the appropriate quality specialist means of medical transport, but above all the efficient emergency call system, the appropriate infrastructure of landing grounds for emergency helicopters and the infrastructure of hospital rescue wards and trauma centres. Equally important for the improvement of the efficiency of the medical emergency system is to support projects related to the construction, renovation and additional equipment of bases of the medical air rescue. Ensuring the appropriate quality and proportion of all the above elements brings tangible results in the form of a rapid response by the medical emergency services in life-threatening situations and, consequently, reduces mortality and complications resulting in disability. Additionally, by improving the infrastructure of highly - specialised hospitals, comprehensive medical care for people with the chronic effects of injuries or suffering from chronic diseases is provided.

The support for all elements of the healthcare infrastructure increases the availability of services provided throughout the country and reduces the disparities in the access to services between the regions. Moreover, owing to the support from Priority XII of the IEOP, the quality and accessibility to examinations, particularly in cardiology and oncology, will be increased.

Under the available allocation for Measure 12.1, 342 ambulances will be purchased, about 60 landing grounds for emergency helicopters will be constructed or modernized, 87 emergency wards will be modernized and provided with additional equipment and 13 trauma treatment centres will be created. In addition, 11 MAR bases will be constructed/renovated and provided with additional equipment, and 5 will only be provided with additional equipment, and 16 voivodeship emergency - call centres will be constructed/modernised. However, under the available allocation for Measure 12.2 approx. 60 supra-regional healthcare facilities will be modernised and provided with additional equipment.
