The Infrastructure and Environment Operational Programme (IEOP) is a programme funded by the European Regional Development Fund (ERDF) and the State budget, implemented in the years 2007-2013. Its aim is to improve the investment attractiveness of Poland and its regions through the development of the technical infrastructure, while protecting and improving the environment, health, cultural identity and developing territorial cohesion.

One of the priorities of the IEOP is Priority XII: Health security and improving the efficiency of the healthcare system. It is aimed at, inter alia, reducing the mortality rate and the consequences of complications caused by accidents and other sudden health and life-threatening situations and the improvement in the accessibility and quality of specialised and highly - specialised health services.

Under Priority XII the following Measures are being implemented: Measure 12.1 The development of the medical emergency system and 12.2 Investments in supra-regional healthcare infrastructure. The Department of Infrastructure and e-Health in the Ministry of Health performs the tasks of the Intermediate Body for the above measures.
