Funds from Measure 2.3 of the HCOP are used for co-funding the following projects:

  • the development of comprehensive prevention programmes adjusted to the needs of particular employee groups or occupational groups, in particular those oriented to the reduction in the occurrence of occupational diseases,
  • the development of comprehensive programmes oriented to returning to work of specific employee groups or occupational groups with diagnosed occupational diseases,
  • education of physicians indeficit specialisations, i.e. oncology, cardiology, occupational medicine and physicians from other selected medicine branches,
  • the vocational education of nurses and midwives, in particular under bridging courses,
  • the postgraduate and vocational education of representatives of other medical professions,
  • support for the accreditation process of healthcare institutions, in particular hospitals that have concluded an agreement on the provision of healthcare services with a voivodeship department of the National Health Fund (NHF) or provide medical services financed from public funds on other grounds,
  • training for personnel, in particular the managing staff, of healthcare institutions that have concluded an agreement on the provision of healthcare services with a voivodeship department of the National Health Fund or provide medical services financed from public funds on other grounds and authorising officers of public funds in the healthcare sector, i.e. the NHF managing personnel,
  • the development of qualification standards for management personnel in the healthcare sector,
  • education through courses, training, postgraduate studies of employees of medical entities performing non-medical professional activities (in particular administrative or managerial) who on their own initiative are willing to participate in the project.

 

The target groups of the above projects include:

  • occupational groups/employee groups exposed to the factors that cause occupational diseases,
  • people that suffer from occupational diseases due to work conditions (an occupational disease has been diagnosed) or people declared unable to work,
  • physicians qualifying for participation in the specialist education process in terms of cardiology (from September 2010 also paediatric cardiology), oncology in the broad sense (clinical oncology, radiation oncology, oncological surgery, oncological gynaecology, paediatric oncology and haematology) as well as occupational medicine,
  • nurses and midwives qualifying for participation in bridging courses or specialist and qualification courses,
  • physicians qualifying for participation in the specialisation process of other selected medical branches and/or the representatives of other medical professions,
  • healthcare institutions, in particular hospitals that have concluded an agreement on the provision of healthcare services with a voivodeship department of the National Health Fund or provide medical services financed from public funds on other grounds,
  • employees, in particular the managing personnel, of healthcare institutions that have concluded an agreement on the provision of healthcare services with a voivodeship department of the National Health Fund, or providing medical services financed from public funds on other grounds,
  • authorising officers of public funds in the healthcare sector, i.e. NHF managing personnel.

 

Under Measure 2.3 Strengthening the health potential of working people and improving the quality of the healthcare system's functioning, four Sub-measures have been distinguished:

  • Sub-measure 2.3.1 The development of comprehensive healthcare programmes
  • Sub-measure 2.3.2 In-service training of medical personnel
  • Sub-measure 2.3.3 Improvement in the quality of management in healthcare
  • Sub-measure 2.3.4 The development of skills of the staff for the improvement of the quality of management in healthcare.*

*Sub-measure 2.3.4 was created in 2012

 

In the years 2007-2011 the European Social Fund support for healthcare was implemented under system projects. This means that projects could be filed and implemented only by the entities referred to in the Detailed Description of the HCOP Priorities, namely:

  • The Prof. J. Nofer Institute of Occupational Medicine in Łódź;
  • The Minister responsible for health issues - the Department of Health Policy;
  • The Medical Centre for Postgraduate Education;
  • The Minister responsible for healthcare - the Department of Nurses and Midwives;
  • The Centre for the Postgraduate Education of Nurses and Midwives;
  • The Centre for Monitoring Quality in Healthcare;
  • The Minister responsible for healthcare - the Department of Health Insurance;
  • The National Health Fund.

 

From 2012, the method of implementing Measure 2.3 of the HCOP changed. In addition to system projects it has become possible to implement projects under a public tender procedure that are part of the following types of the project - "Education through courses, training, and postgraduate studies of employees of medical entities performing non-medical professional activities (in particular, administrative, managerial) who on their own initiative are willing to participate in the project" - Sub-measure 2.3.4 of the HCOP.
